Mary Horstmann is a seasoned leader with over 20 years of experience in policy, program development, and capacity building. She currently serves as Deputy Chief Program Officer at JEVS Human Services, overseeing programming that helps individuals build sustainable paths to independence and economic security.
Prior to joining JEVS, Mary served as Deputy Managing Director for Health & Human Services for the City of Philadelphia, where she oversaw departments spanning public health, behavioral health and intellectual disability services, homeless services, and community empowerment. She also held the role of Senior Director of Policy & Strategic Initiatives in the Managing Director's Office, where she advanced the policy priorities of City operating departments, ensured high-quality public services, and aligned budget and operational goals.
Earlier in her career, Mary worked in philanthropy, community organizing, and grassroots leadership development. She holds a bachelor's degree from Wellesley College.
